JALANA is a lawyers organization whose purposes are the abolition of nuclear weapons and support for the Hibakusha, victims of the Atomic Bombings. JALANA is an affiliate of the International Association of Lawyers Against Nuclear Arms (IALANA). We are proud of our role in the World Court Project, in which we requested an Advisory Opinion of the International Court of Justice on the illegality of the threat or use of nuclear weapons. Today we are making every effort to achieve a Nuclear Weapons Convention, promoting the Model Nuclear Weapons Convention that comprehensively prohibits nuclear weapons. JALANA reaffirms that the abolition of war and military force is a long-time desire of all Hibakusha and humanity, and definitely agrees with the spirit of the Article 9 of Japanese Constitution and Article 12 of Costa Rican Constitution, which renounce military force and seek a peaceful settlement of conflicts. We believe that the peace clauses of both constitutions play a crucial role in promoting world peace, which corresponds to our purpose of establishing a world free of nuclear weapons. In order to combat the idea of amending the Article 9 of Japanese Constitution and sending forces to overseas, it is very important to learn how Costa Rica has made the most of the non-armament policy provided by its Constitution in resolving the regional conflicts in the 1980s. The experience of Costa Rica will persuade people in Japan and the world to seek a way of peaceful settlement of conflicts based on dialogue and diplomacy without resorting to use of military force. Costa Rica and Japan must maintain and make good use of the peace clauses of the Constitutions in order to lead the world to adopt peaceful measures in conflict resolution. The Article 9 and Article 12 Conference will provide a great opportunity for this purpose. The Conference will also promote the cooperation and friendship between Costa Rica and Japan.
